President Donald Trump’s recent comments about agricultural labor have generated mixed reactions within the U.S. produce industry, but many are optimistic that his acknowledgment could mark a significant step toward addressing the longstanding issues surrounding farmworker shortages.
While Trump’s administration has not outlined specific plans to reform immigration enforcement, the fresh produce sector is eager for a solution that balances food security needs with immigration policy.

“While enforcement actions targeting ag laborers are disruptive to farm operations, they are the result of inaction from policymakers and the direct result of a broken labor system,” said an IFPA spokesperson. “These actions are exacerbating an already fragile labor situation, threatening the long-term viability of U.S. agriculture, and impacting the broader supply chain, from packers and wholesalers to retailers and transportation providers.”
While IFPA welcomed the opportunity to collaborate with the administration on potential solutions, the organization reiterated its call for Congress to deliver long-overdue reforms to address the agricultural labor shortage. This ongoing issue, they argue, is not just an agricultural problem but one that affects the entire food supply chain, from fieldworkers to consumers.
Michael Marsh, president and CEO of the National Council of Agricultural Employers (NCAE), echoed these sentiments, stressing the critical role of agricultural labor in the nation’s economy.
“We know our people are very hard working, contribute to our communities and our economy, and recognize they are key to achieving a successful outcome for America,” Marsh said in response to Trump’s comments. “We are anxious to work with the administration to collaboratively find a successful solution that enhances national security while recognizing that America’s food security is intrinsic to that very security.”
For the NCAE and its members, it’s clear that addressing this labor shortage is not just a matter of workforce retention; it’s about ensuring the nation’s food supply remains robust and secure.
The produce industry is not alone in seeking solutions to the labor crisis. The U.S. Apple Association, representing apple growers across the country, praised Trump’s recognition of the importance of farmworkers. The association reiterated its commitment to advocating for practical labor solutions, something it has long called for.
“We are encouraged that President Trump acknowledged the essential role of farmworkers. USApple has long called for practical labor solutions and will continue to push for them,” said the association in a statement.
Likewise, the National Potato Council (NPC), which has been an advocate for comprehensive agricultural labor reform for years, welcomed the president’s acknowledgment. The potato industry, like many others in agriculture, relies on a stable, experienced workforce that cannot be easily replaced.
Kam Quarles, CEO of the NPC, underscored this reality in his response to Trump’s comments. “The president’s comments are a welcome acknowledgment of the realities faced by our growers,”
Quarles said. “Disruptive enforcement actions that remove experienced agricultural workers create uncertainty for our family farms and threaten the stability of our food supply. We look forward to working with the Trump administration and Congress on solutions that provide a legal and reliable workforce for U.S. potato growers and the broader agricultural sector.”
Quarles also emphasized that many workers have deep ties to their communities in the U.S. and should be given opportunities to continue working in agriculture legally. The NPC advocates for policies that encourage these workers to remain in the industry, ensuring that farms can maintain a consistent workforce year after year.
Chuck Conner, CEO of the National Council of Farmer Cooperatives (NCFC), also expressed support for Trump’s comments. Conner highlighted the president’s recognition of the strain that aggressive immigration enforcement has placed on the agriculture industry.
“During his press briefing, he acknowledged that recent aggressive immigration enforcement is stripping farms of experienced labor that can’t easily be replaced,” Conner said. “He signaled that ‘changes are coming’ to strike a balance between protecting American farmers and targeting criminal elements.”
The NCFC believes that any changes must lead to an end of widespread enforcement actions that negatively impact farmworkers and the agricultural industry, except for those targeting violent criminals. Conner’s statement reflects the broader consensus within the industry that a balanced approach is essential, one that upholds national security while ensuring food security.
While the president’s remarks are a step in the right direction, industry leaders know that mere acknowledgment will not solve the labor crisis. The agricultural sector has been calling for practical and lasting reforms that address the needs of farmworkers while supporting the broader goals of immigration enforcement.
